WORLD WAR II People read the manifesto with which Rome is declared "open city" that is sold to the enemy forces without a fight in order to prevent their destruction. The status is given taking into account the particular historical and cultural city, or by virtue of the large number of civilians present in the population. The access of the enemy to the city declared "open" does not have to meet resistance: according to the international law of war, in fact, "open" means "open occupation by the enemy." The declaration of "open city" of Rome on 14 August 1943 was unilateral and was not recognized by the Allies, because the Germans resisted until the last entry of enemy troops in the city itself. So the Allies bombed Rome 51 more times after August 14, until June 4, 1944.
