He studied the work of Federico Guglielmo Raiffeisen, the creator of the German Rural Banks, and in 1883 he founded the first Rural Bank in Italy in Loreggia. He establishes the monthly ''Rural Cooperation'', which lasts almost twenty years (1885-1904). In '92 he contributed to the fall of Giolitti due to the Banca Romana scandal. Presenting himself as a liberal-progressive, in '93 he was elected deputy in the Cittadella College; and so also in '95, beating Count Gino Cittadella Vigodarzere, whose friendship remains not affected in the slightest. An enemy of Crispi's policy, based on internal order with ruthless means, he does not share Pelloux's similar policy, so much so that he resigned after a few months as undersecretary of Finance under his ministry. The law ''Measures to facilitate the sale of quinine'', conceived by him, was approved on 23 December 1900. Thanks to him, therefore, the ''State quinine'' is sold at a very low price in all salt shops and tobacco. In 1901 Zanardelli entered the ministry as finance minister. Prepare a financial reform based on the elimination of internal duties and on the shift of the tax burden from economic sources to assets and income, combined with relief from popular consumption. Weakly defended by the left-wing democratic parties involved in strikes, it was rejected on 28 July; and Wollemborg resigns as minister. Having moved his residence from Padua to Loreggia, where he always generously did his utmost for the farmers, he married Alina Fano, also Jewish, in 1903.
