The popular movement, of democratic and socialist inspiration, had arisen in Sicily between 1891 and 1893 to organize farmers, workers and miners, especially in the sulfur mines area . The Fasci's action reached its peak in the summer of 1893, when the conditions to be imposed on the owner's counterpart for the renewal of the sharecropping and rental contracts were established. There followed widespread strikes everywhere and an autumn marked by violent social clashes, to the point of almost insurrection, which the leaders of the movement were not always able to control. The landowners asked the government for direct military intervention and Crispi, prime minister who took office on 15 December 1893, decreed a state of siege on 3 January 1894, dissolving the workers' organisations, arresting their leaders and restoring order with the weapons.
