Below, crossed, the sceptres with the Hand of Justice and the one called ''of Charles V'', with the effigy of Charlemagne; the collar of the Grand Master and Grand Aigle of the Order of the Legion of Honor surrounds the shield, an honor for civil and military merit established by Napoleon himself in 1802, to fill the void left by the abolition of noble orders of chivalry.
