Another boy waits his turn to drink, his cardboard satchel under his arm. Water shortages have been a problem for many years, affecting much of Italy, especially in the south; the postwar workers' villages around the Montecatini factories in Crotone lacked drinking water pipes, sewer connections, or any infrastructure other than electricity.
