He was a leader of Catholic Action, president of the Roman Catholic Union, and president of the Marche regional committee. In the 1913 elections, the first with universal male suffrage, he promoted the so-called Gentiloni Pact, which committed liberal candidates to refrain from adopting anticlerical measures and urged the Catholic electorate, still without a party of its own, to vote for politicians who signed the pact.
